Under the proposal, according to two independent analyses, the Pacific Remote Islands Marine National Monument would be expanded from almost 87,000 square miles to nearly 782,000 square miles — all of it adjacent to seven islands and atolls controlled by the United States. The designation would include waters up to 200 nautical miles offshore from the territories.

They are seven sand-and-coral dots in the middle of the Pacific Ocean, far west and south of Hawaii. They are known best, if they are known at all, for guano mining in the 19th century and nuclear tests in the 20th.
Mr. Obama wants to expand protection to the full 200-mile territorial limit, covering nearly 782,000 square miles. .. These remote waters are a part of America most citizens may never see, but they should be thankful that presidents, of both parties, had the foresight to protect them.

The hope is that by building up composting in school, the city will help the environment, instill a sense of conservation in schoolchildren and, critically, save some money. The city paid $93 per ton in 2013 to dump in landfills, up from $68 in 2004. Composting saves the city $10 to $50 per ton, because the cost is offset by the sale of the end product, according to the Sanitation Department.

While the 250 islands that comprise Palau are home to only 20,000 inhabitants, the moratorium would have no small impact. The nation's EEZ consists of 232,000 square miles of prime fishing waters - rich with yellowfin and bigeye tuna - that are prized by Japanese and Taiwanese fishing vessels. If President Remengesau's plan meets the approval of the country's National Congress, the moratorium would contribute greatly to the global campaign to prevent the mass extinction of aquatic animals, and would start a necessary dialogue on how to mend the world's destructive and violent commercial fishing practices.
